CONSENSUS VOTING IN THE GENERAL ASSEMBLY During the fifty-eighth session of the General Assembly a question relating to the interpretation and application of Rule 129 of the Rules of Procedure of the General Assembly arose in the Third Committee (the Social, Humanitarian and Cultural Com- mittee) of the General Assembly and was referred by the Chairman of that Committee to the Legal Counsel for a legal opinion. 2. UNMIL – AUTHORIZATION TO USE ARMED FORCE A Member State contemplating a contribution to the United Nations Mission in Liberia (UNMIL) sought confirmation from the Under-Secretary-General for Peacekeeping Operations that UNMIL had been authorized by the Security Council to use armed force otherwise than in its own defence. The Under-Secretary-General for Peacekeeping Operations sought the advice of the Legal Counsel. 3. RESPONSIBILITY FOR THE CONDUCT OF PEACEKEEPING The International Law Commission (ILC) is undertaking a study on the topic “Re- sponsibility of international organizations”.
