The Liberian conflict was yet another question that occupied the attention of the Security Council during the period covered by this report, namely from mid 1996 to mid 1997.1 l On 22 August 1996, the Secretary-General submitted a report2 on the situation in Liberia. He observed that as a result of the "Mechanism adopted by the ECOWAS for Returning Liberia to the Abuja Agreement," a cease-fire had been restored in Monrovia on 26 May 1996. On 17 August 1997, the ECOWAS Heads of State meeting designated Ms. Ruth Perry, former Senator and former member of the Legislative Assembly, as new Chairperson of the Council of State. The Secretary-General observed that while Liberia had suffered a tremendous ordeal since the resumption of hostilities on 6 April 1996, the successful outcome of the summit of Heads of State on 17 August 1996, offered some hope for the restoration of the peace process. He urged the faction leaders to cease the opportunity to restore peace in Liberia. In a resolution adopted on 30 August 1996,3 the Security Council welcomed the increased restoration of Monrovia as a safe haven. It welcomed the agreement of ECOWAS in Abuja on 17 August 1996, which
