RULES OF PROCEDURE OF THE NATIONAL SALVATION COUNCIL AND THE EXECUTIVE COMMITTEE The Somali Political Movements have agreed on the Rules of Procedures of the National Salvation Council and the Executive Committee on the 3"* of January 1997 in Sodere, Ethiopia. Therefore, in reference to Article (1) no.4, the letter "h" of the "Agreement" by which a National Salvation Council is established, the rules of procedure are as described below: ARTICLE 1 The emblem of the National Salvation Council shall be the constitutional one of the Somali State. ARTICLE 2 1. The Headquarters of the National Salvation Council shall be Mogadishu. The Headquarters could also be established, if need arises, in any other appropriate part of Somalia as may be decided. 2. The National Salvation Council shall have office in Addis Ababa, Ethiopia. ARTICLE 3 Members of the National Salvation Council shall take oath in the name of Almighty God that they shall be loyal to the country and people of Somalia, to this Agreement and to the decisions of the National Salvation Council. ARTICLE 4 The National Salvation Council shall have full responsibility and power to effectively implement the provisions of the Agreement signed in Sodere on the 3`a of January 1997.
