The United Nations International Law Commission held its 49th session in Geneva from 12 May to 18 July 1997. This was the first year of the Commission's quinquennium (1997-2001). Of the commission's 34 members, 18 are new. The Commission elected Mr. Alain Pellet of France as its Chairman. The Commission concluded its first reading of draft articles on Nationality in relation to the succession of states. On the topic of Reservations to treaties, the Commission adopted preliminary conclusions on reservations to normative multilateral treaties, including human rights treaties. It set up working groups and appointed special rapporteurs for four topics, namely: a) state responsibility; b) international liability for injurious consequences arising out of acts not prohibited by international law; c) diplomatic protection; d) unilateral Acts of States. The last two topics are new. The Commission has made a good start on its five year programme. For the first time in a decade, it was able to complete a full first reading of draft articles on a topic (Nationality in relation to state succession) in one session.
