Education, and higher education in particular, plays a pivotal role in realizing the potential for economic and social development in Sub-Saharan-Africa. Against the background of exponentially growing numbers of secondary education graduates and the rising demand for qualified labor force, the continent's higher education sector has to scale up quality and relevance of its educationoffers. The German Academic Exchange Service (DAAD) has developed a Strategy Paper that outlines how DAAD intends to enhance the academic exchange and collaboration between Germany and partners in Sub-SaharanAfrica, focusing in particular on improving tertiary-level teaching and research as well as further institutional development. 1.
