The number of papers sub- mitted has increased greatly, so much so that the 1969 issues are expected to be at least half as large again as the 1968 issues, with the result that the Union will suffer a heavy financial loss on the 1969 operations. It is also necessary to cover the small increases in the basic costs of production.
