Stone on Teenage Employment: Some Comments Judi th Sloan* On August 27, 1984 at the University of Western Australia, Mr. J .0. Stone, then the current (but soon to be former) Secretary to the Treasury, delivered the Shann Memorial Lecture. It was entitled "1929 and All That ••••• ". Using the writings of Edward Shann, late Professor of History and Economics at the University of Western Australia, Mr. Stone drew points of comparison and similari ties be tween Aus tralia' s experience in the 1920s and 1930s, about which Shann wrote, and our current circumstances. Amongst many other things, he had this to say: I wish to say publicly that there is no single fact more disgraceful to the conduct of our national affairs in Australia today than the manner in which we have permitted - and are still permitting - more than 25 percent of 15-19 year olds in the work-force to be unemployed when it is clear that, wi thout real difficulty, that proportion could be in all probability reduced to, or even below, the present average rate of unemployment of around 9 percent (p.42). Few would deny the tragic proportions of the problem of teenage unemploYllEnt currently facing us.
