A New Era in Focus Group Research: The Use of Focus Groups in Programme Evaluation: Experience... [The Project P.A.T.H.S. is an innovative youth enhancement programme in Hong Kong utilizing different strategies to evaluate the project. In this chapter, unique features of the focus group studies conducted in the project are described. First, randomly selected programme implementers (36 groups with 177 workers) and programme participants (29 groups with 252 students) were recruited to join focus groups. Second, the CIPP Model of Daniel Stufflebeam focusing on context, input, process and product was used as a guiding evaluation framework. Third, ‘descriptors’ describing the programme and ‘metaphors’ that can represent the programme were used to understand the programme impact. Fourth, focus group data were analyzed by both quantitative and qualitative methods. Fifth, intra-rater and inter-rater reliability of the coding systems were examined. Sixth, aggregated pictures based on the responses of the workers and students were carried out. Finally, triangulation of the focus group evaluation with findings based on other evaluation methods was attempted.
