The first DC premier, De Gasperi, had somewhat neglected the grass roots organization of his party, depending on Catholic Church parishes to mobilize sup- port for Christian Democratic candidates. As the DC stagnated, the Communist Party worked to construct an efficient party machine as a part of the worldwide communist revolutionary movement. Recognizing this weakness, Amintore Fanfani broadened the DC constituency by increasing its popular base. Fanfani, an economics professor, felt that the DC could prevent a leftist takeover in Italy only by supporting moderate social reform and controls on major industries. The conservative atmosphere of the 1950s had been welcomed by the Vatican.
