The Pursuit of an Efficient, Sustainable Health Care System in China The Role of Health Care Organizations Ana Iltis 1 Introduction Chinese social and political institutions are evolving as the Chinese economy be- comes increasingly market oriented. Policy makers in China have the opportunity to learn from their own past as well as from the experiences of other nations as they reform particular policies, institutions, and social structures. One major area of consideration as China moves forward is its health care system. All nations make decisions that shape health care delivery, whether the government pays for and delivers all health care, the government plays no role in paying for or deliv- ering health care, or there is a mixed public/private system. Thus, reforming the Chinese health care system is among the important tasks facing Chinese policy makers. The key players in a health care system include patients, health care profession- als, and health care organizations. In some systems, independent third-party payers may also play a key role in the system. In reforming their health care system, the Chinese will make decisions concerning the relationship among these participants and the particular roles that are to be played by each.
