The urbanization of the population in China has undergonea tortuous development process and is currently in the stage of rapid development. The speed, quality and distribution of population urbanization are closely related to the 12th ‘Five-year Plan’, the plan for future socio-economic development and the transcendence of the ‘middle-income trap’. Urbanization has accelerated the process of population aging, especially in rural areas, where care services for the elderly left behind and empty-nesters are greatly lacking. The fundamental solution is to stick to an urbanization plan that coordinates urban and rural development, meets the needs of migrant farmers, including those of employment, housing and social security, and turns farmers into urban citizens.]
