This poses fundamental questions as to how, and to what extent, we should base our actions on uncertain predictions, rec- ognizing that planning for once-in-a-1,000-year events carries immediate costs to society. The affected areas are still facing a dire situation, with radiation leakage amplifying the shortage of basic neces- sities, failure of utilities, and massive amounts of debris. We know now that approximately 20,000 fishing vessels were damaged in seven prefectures.
