[The “enclave economy” springs up like mushrooms all over the country. As a new model of regional cooperation and coordinated development, it introduces into the economic field the concept of “enclave” in the political sense—economically developed “exclaves” manage the economically backward “enclaves” by virtue of their funds, talents and systems, so as to break through the spatial barrier of administration, eliminate systematic and institutional obstacles and finally achieve the complementarity and win–win situation of the two regions with big differences in resource endowments and development. Based on the theoretical framework for the “enclave economy” model, this paper analyzes the background and historical evolution of the Shenzhen-Shanwei Special Cooperation Zone, expounds the main problems existing in the evolutionary process of the cooperation zone and explores solutions. Considering the current development of the cooperation zone, its prospect is reviewed and the relevant experience or implication for developing and innovating the “enclave economy” model is summarized according to the developmental practice of the cooperation zone.]
