A HOSPITAL ALMONER'S OBSERVATIONS An Introduction to a Discussion on Family Planning E. GntrBma IT IS LESS TanN TWO IV.haS since I arrived in Australia, but it has been easy to forget the things that at first surprised me. One phenomenon, however, has never ceased to surprise me, or puzzle may be the better word; that is the complete absence in Victoria of any organisation that sets itself the task to pro- mote knowledge on family planning, no secular organisation that is to say; but I shall return to this point later. A word on semantics first. I have been warned that in speaking of family planning I shall lead many people to think that my subject is home budgeting. The limitations of the household budget are a strong incentive to planning the family, but the two are not synonymous. Family planning is, of course, the attempt to control the number and the spacing of children in the family.
