In the meantime the tenant has security, and any payment over and above the payments he would normally have to make will form an equity for him. In country and metropolitan areas a fine type of self-reliant, home-making tenant is obvious. In their gardens and their willing­ ness to share the difficulties and mould the future of the new neighbourhood, their interest is evident. They are, in the main, young families beginning to develop after a gruelling period of cr~ped and heartbreaking housing. The Commonwealth-State Agreement has justified itself as a fine piece of preventive work, but, owing to factors beyond our control, production oannot increase to a rate sufficient to do more than touch the fringe of the housing problem.
