Child welfare in Victoria CHILD WELF~2E IN VICTORIA Margaret Kelley The question of child welfare is one of the most important problems confronting the Victorian Government mud it is to be hoped that within the next few years great advances will be made in this State. The development of a really good State system of child care is not a life- time task; New South Wales has achieved standards which are comparable to anything in the world in about eight years. Unlike other States and other countries there is not, in Victoria, one comprehensive Children's Act. The legis- lation is a hopeless labyrinth through which not some of the best legal brains have succeeded in finding their way. What is badly needed is a consolidation of all legislation affecting children in this State. A very sketchy review of some of the acts and how they are administered will re- fresh your memories on this point. The Children's Wel- fare Act, 1928, incorporating the Infant Life Protection Act, is administered by the Children' s Welfare Department. The Street Trading ACt, which affects children engaged in street trading only in the municipality of Melbourne, is also administered by the C.W.D.
