China's Urban Land Management Reforms in the Context of Gradualist Economic Transformation Abstract The Chinese urban land management reforms are implemented within the framework of the general economic reforms which are gradualist in nature. Thus, the urban land reforms are carried out step by step towards an establishment of the land market. Gradualism is developed in association with the re-definition of central-local intergovernmental relations in the reform era, and with the advent of localism.
