The Conference, sponsored by Fuzzy Information and Engineering Branch of ORSC, is to be organized by Chongqing University of Science & Technology, China. Based on the success of two previous conferences, the ICFIE’09 is a ma- jor symposium for scientists, engineers and practitioners in China as well as in the world to present their latest researches, results, ideas, developments and applications in fuzzy areas, such as fuzzy sets and systems, fuzzy information and knowledge en- gineering, operation researches and optimizations under fuzzy environments, fuzzy decision making and forecast, fuzzy data mining, artificial intelligence and machine learning, high performance computing and visualization, etc. It aims to bring to- gether researchers, engineers and practitioners to exchange their topics on the latest achievements and innovations in a wide area from fuzzy information and engineering, to discuss thought-provoking developments and challenges, and to consider potential future directions. Past Conference The 3rd National Conference of Fuzzy Information and Engineering Branch of ORSC (FIESC’2008) The 3rd annual national conference of Fuzzy Information and Engineering Branch of The Operations Research Society of China (ORSC) was held on December 5-10 2008 in Haikou City, Hainan Province. The conference, sponsored by the China Fuzzy Information and Engineering Branch, was organized by Hainan Normal University, 230 SHORT COMMUNICATIONS with Guangzhou University, the Hainan Association for Science and Technology and Mathematical Society in Hainan Province co-organized . From more than 70 institu- tions of higher learning and scientific research institutions, more than 100 delegates attended the meeting. Many well-known scholars from world and at home, such as B.Y. Cao (Guangzhou University, China), P.Z.Wang (West Texas A & M University, USA), B.D.Liu (Ts- inghua University, China), Kaiqi Zou (Dalian University, China), B.R. Yang (Uni- versity of Science and Technology Beijing, China ), S.Z. Guo (Liaoning Technical University, China), C.Y. Zhang (Hainan Normal University, China), ect, attended the conference and made reports for FIESC’2008. The conference received 162 sub- missions from 80 universities and other research institutions, including fuzzy set and system theory, fuzzy information and engineering, soft computing, fuzzy optimiza- tion and decision making and so on. Each paper was independently reviewed by three members of the program committee for originality, significance, technical qual- ity, and clarity of presentation. Out of 290 submissions, 78 selected carefully by the committee were included in the proceedings of Fuzzy Information and Engineering in FIESC’2008, and published in the “Advances in Soft Computing 54 ” by Springer Verlag, all papers of which have been indexed by ISTP. In addition, 37 articles, re- flecting some new phase of research results on the theory and application of fuzzy information and engineering, have been published in Journal of Hainan Normal Uni- versity (Natural Science Edition) 2008 IV.
