In fact, Lo and Chiu, in collaboration with Allard and Wang (2018), began this analytical work in an article that focuses on the inter- views with public library directors that they conducted for the present book using the con- ceptual framework of servant leadership. In its introduction, Lo, Cho, and Chiu state that the audience for this work goes beyond professional librarians and students in library science programs. The authors suggest their book will be an important read for “educators of all levels and, particularly, to government officials responsible for public policy formulation concerning social inclusion and the devel- opment of educational and cultural institutions in historical and contemporary sociocultural and political contexts” (4), However, this is a lofty goal that may not to be fully realized.
