His book focuses on subnations, that is, territories within states that are largely popu- lated by “national minorities.” These are citizens of larger sovereign nations who are distinct from the majority population. This distinction can be by differences in religion, language, ethnicity, historical development. These substates are national regions: territorial entities that are recognized by the inhabitant themselves, and others, as contributing distinct societies. Subnations are not geographic expressions, nor are they simply concentrated minority popu- lations; rather, they are characterized as historical regions where heritage, customs and way of life manifest a distinct society.
