In many cases, experiences from the Global South are not part of the international discussion. Despite representing 16% of the population in the United States, Latin-American cultural roots present great contrasts and conflicts with the U.S. legal, policy, and trade frameworks. The objective of this research is to explore the case of Puerto Rico as a region in which cultural differences affect the design and implementation of cultural policy.
