Editorial Journal of Balkan and Near Eastern Studies, Volume 11, Number 3, September 2009 It is with great sadness that we are writing this editorial, as Peter Gowan, one of the founding members of this publication, passed away on 12 June 2009. Peter Gowan was a most thoughtful and insightful writer. He was a long-time editor of New Left Review and author of The Global Gamble—America’s Faustian Bid for World Dominance (Verso, 1999), which won the Isaac Deutscher memorial prize. Peter participated in the seminars at the London School of Economics (LSE) that helped establish the reputation of our group and of this journal in the 1990s, and also contributed to the debates on the collapse of Yugoslavia, together with Stevan K. Pavlowitch and others. He also wrote the Preface to our joint work, The New American Imperialism (Praeger, 2005). We will have a special issue on Peter ’s work related to Western policies in the Balkans, the Middle East and Central Asia, as well as on his views explaining globalization and neo-liberal economics since the 1970s. This issue begins with a comprehensive paper by Selver B. Sahin, which explores aspects of Western engagement in Kosovo since the 1990s.
