Issues in Transracial Adoption and Foster Care EDITORIAL Issues in Transracial Adoption and Foster Care Traditionally, the issue of transracial adoption has generated a great deal of controversy within academic, political, and social policy do- mains. The trends in legislation that have governed this practice repre- sent the many diverse ideologies existing within our society. Currently, the empirical evidence on adoptee outcomes, the increasing numbers of black children in out-of-home care, and the failure of securing perma- nent black homes for black children perpetuates the controversy sur- rounding transracial adoptions (McRoy & Hall, 1996; Courtney, 1997). Within the United States, the vast majority of transracial adoptions involve white parents adopting black children. A review of the relevant literature indicates that proponents of this practice contend that placing children with parents without racial constraints is a viable means of pro- viding permanent homes for children. In support of this, the empirical evidence amassed by proponents of transracial adoption is compelling. The vast majority of the studies conducted in this area suggest that transracial adoptees adjust as successfully as their intraracially placed coun- terparts (Brodzinsky, Smith, & Brodzinsky, 1998; Feigelman, 2000).
