Downing m"Raising Age Pensions. "Ca) Following this interesting report, the Brotherhood of St. Laurence, Melbourne, has published a pamphlet, "100,000 Depressed Pensioners. How £7,000,000 Will Ease Their Plight."¢ b) By David Scott. This pamphlet is urging the need to grant three types of special al- lowances to a group of aged pensioners who '3aave commitments and needs that are outside the ordinary needs that can be met from the flat rate pension." The introduction of special allowances was advocated in Professor Downing's report and they were to include an extra 7/6 per week for all pensioners whose household expenses are not shared by another person; special allowances for those who need medical assistance not covered by the Health Scheme; housing allowances for those who can demonstrate that they are paying high rents and have no alternative cheaper accommodation available.
