THE RAISON D'~-Ie~E AND FUNCTION of Day Nurseries do not appear to be generally understood. They are not schools, neither are they kindergartens nor child minding centres. They are centres set up for the full day care of pre-school children who in the main have to be cared for whilst one parent works to sup- port them. In other words a service is provided in circumstances which might otherwise mean that a child was placed as an inmate in an institution. In Vic- toria this service is unique not only in its function but because a full profes- sional social work service is the mainspring of its administrative machinery. Today it is generally accepted that health and intelligence and the seed of individual personality are established in infancy and gradually the growth that takes place as a continuous process is a variation on the original theme and design. Whatever makes or mars during this time is absorbed and becomes a part that can never be removed or recovered.
