It would be impossible to do so within this article because of the diversity of cultural areas in which public authori- ties, themselves varied, are active. Another reason is that over the past few decades the country has been moving toward a federal system in which the three language and cultural communities (French-, Dutch-, and German- speaking) act with complete autonomy as concerns cultural affairs. Only a study three times as long as this one could cover the situation adequately. Therefore, I have narrowed my focus to an overview of the institutional framework of “federalized” Belgium, the areas considered “cultural.” and the autonomous authorities responsible for cultural policies; a description of the policy guidelines and mechanisms that, despite the autonomous character of the communities, perpetuate a common heritage in the implementation of cultural policies; as concerns the Ministry of Culture of the French-Speaking Com- munity (MCF) in particular, the presentation of a framework for analysis aimed at facilitating an operational assessment of the means http://www.deepdyve.com/assets/images/DeepDyve-Logo-lg.png "The Journal of Arts Management, Law, and Society" Taylor & Francis
