Vasoo and Tan Ngoh Tiong Human service personnel and volunteers face increasing challenges which are precipitated by the changing demographic profiles. At the same time, the expectations and demands of people are also changing. A number of social factors will have significant impact and influence on the patterns of service delivery by social service organizations. Some of these social factors have already been identified and they centre around a number of core areas such as declining birth rate or fertility, increasing participation of women in the labour force, continuing breakdown in extended family composition, delaying of marriages, and increasing number of persons in singlehood and divorces. All these social factors have important bearing on the current and future provision of social service programmes. Consequently, it will also have implications for shaping personnel participation in these programmes. Human service personnel and volunteers can make more effective contributions if they help to mobilize more people to lend a helping hand or become involved in community development and community building.
