Focusing on the Western Development Program (WDP), China Going Out (CGG), and Belt and Road Initiat- ive (BRI), Ye argues that they are rooted in domestic political-economic logic and central- local power relations. These initiatives can be interpreted by formulating a state-mobilized globalization (SMG) framework, first introduced and critiqued in Chapters 1 and 2. Chapters 3–5 demonstrate how the SMG framework manifests itself through the study of three national strategies (i.e. WDP, CGG, BRI) since China’s “Reform and Opening-Up” policies in 1978. Chapters 6 and 7 unpack how dynamics unfold at the subnational scale. These chapters high- light how local governments and firms interpret and implement nationalist strategies and rhetoric, thereby establishing market-based implementation in their respective locales. Chapter 8 concludes with several theoretical and policy implications, both within China and without. The book’s most notable contribution is the SMG framework.
