SMITH substantial number of arts advocacy groups place high importance on A funding from the National Endowment for the Arts (NEA). For exam- ple, the American Arts Alliance claimed that $123 million in NEA grants in 1994 helped “leverage more than $1.3 billion” in additional contributions (1995). According to Kotler and Scheff, “Each dollar granted by the NEA generates another eleven dollars in matching and challenge grants by other funding sources” (1997,498), and the National Endowment for the Arts pub- lished the following: The National Endowment for the Arts provides a stamp of excellence that lever- ages private support. Each NEA dollar is matched by at least 1 to 1 and is a funding catalyst that attracts many more dollars from local and state agencies, corporations, foundations, and individuals. ( 1998) The statements by both the American Arts Alliance and the National Endowment for the Arts suggest that NEA funding has a positive impact on non-NEA funding (both public and private). If true, this relationship could affect how directors and managers of nonprofit organizations identify and undertake their duties.
