BILLINGTON think the most useful thing I could do today is to try to make the hard I case for the soft stuff in the conduct of foreign policy and in the con- ception of America’s role in the world. If we need Dick Cheney and his associates to lead us in the wars we sometimes have to tight, we also need Lynne Cheney and her associates to win the peace which has yet to be won in the world. That is my short message. The longer message will reflect my own experience as a participant in exchanges, particularly the year I spent with my four children in Soviet schools. It was far more important than any other single thing I have done in developing my own particular academic competence.
