McNeil “Mac” Lowry, former Vice President of the Ford Foundation and Director of its Program in Humanities and the Arts. The Humanities and Arts program Lowry launched in 1957 disbursed $380 million by his departure in 1974 (4). Lowry created the Cash Reserve Program and the National Arts Stabilization Fund, both of which freed large arts organizations to engage in long-term financial planning. His office commissioned research reports that heightened attention to evidence-based decision-making, laying the groundwork for the sector’s accel- eration into data-driven assessment. The size of this volume, at 502 pages, is one indicator of Lowry’s importance as a politician and advocate for the arts; for students of arts admin- istration and philanthropy, Lowry’s issue positions and rationales for supporting the arts may sound contemporary.
