The social worker in a municipal setting FoBtrM 7 FRANCES DONOVAN THERE HAS BEEN A RECENT DEVELOPMENT in Victoria in the employment of social workers in municipalities. South Melbourne Council appointed its first social worker in 1947, and there were no other changes in this field until approximately two years ago. Melbourne City Council has appointed a trained social worker, Port Melbourne City Council has advertised for one, and at least four other municipali- ties (three in the Melbourne area and one without) have expressed interest. In addition, a number of Councils are employing people, with varied types of training, in work they think of as social work, sometimes using the term social worker. (Perhaps 1 should add, for interstate readers, that Greater Melbourne consists of forty-two municipalities, of which one is the City of Melbourne.) 1 do not know to what degree a similar interest is being shown in other States, and my comments will therefore be restricted to Victoria. Because of this interest I think it might be of value to look at South Mel- bourne, the events leading up to the first appointment, and developments since then.
