Urban Housing Reform in China: A Review of Welfare Housing Development in Beijing (1987–1997) Abstract Deng Xiao-ping put forth the idea of “Marketization” of housing in China in 1980. Since then, the mechanism of “market” has been implicitly accepted by Socialist China. This has resulted in many changes in the urban housing system in which home purchase is now encouraged. This paper reviews the urban housing reform programme which was proposed by the State Council since 1987. Also, the emergence of the dual track housing system in Beijing will be explored.
