Urban Planning and Spatial Development in a Reforming Socialist City: The Case of Guangzhou Abstract Urban planning has played a very important role in shaping the spatial changes in Guangzhou. Previously, planning used to serve industrial development aimed at transforming Guangzhou from a “consumer city” into a “socialist production city”. After the economic reform, comprehensive urban planning has been used in guiding spatial changes. This paper has shown that the planning system is successful in guiding the development of publicly initiated urban infrastructure, but fails to exert an effective control to regulate non-public development. As a result, the spatial expansion has begun to impose costs.
