Victorian Council of Social Service VICTORIAN OOUNCIL OF SOCIAL S~RVICE (This article is. one of' a series, delivered to the Ascan Oolombo Plan students of social work, Who were recently in Melbourne, working under the supervision of the Commonwealth Deparnnent of Social Services.) In most communities When the social services reach a certain stage of development and a certain degree of maturity the need is felt for some type of co-ordinating body where common problems can be discussed, the avoidance of over-lapping planned and how best to meet the gaps in legislation considered. The name usually given to such a body is "Oouncil of Social Service." Councils are not a rapid or spontaneous growth but a gradual evolution and their successful functioning depends mainly, in my opinion, on two factors. The first factor is the full and active support of any action by the groups composing the Oouncil. There­ fore it is important to pay attention to education of member groups and action must be taken with their support and approval and not so far ahead of them that it forgoes this support.
