But the author has done an excellent job in his book entitled In Lieu of Ideology: An Intellectual Biography of Goh Keng Swee. In his Introduction, the author states that Dr Goh was one of the very few office bearers who craft their speeches after careful research. Hence the author’s approach is to study Dr Goh’s thoughts based on his speeches. The book is divided into two sections: The first, comprising two chapters, covers Dr Goh’s thoughts and ideas when he was a civil servant. The second covers his life as a politician. Section 1 is written in a chronological fashion before Dr Goh became MP for Kreta Ayer. Section 2 is based on themes with a chapter each on economics, finance, defence, education, the human element and China.
