The World Bank describes “Small States” as a diverse group of sovereign developing countries mostly with a population of less than 1.5 million. The Commonwealth Secretariat uses population size, GNP and total arable land to construct a composite index to deter- mine the size of a state. With this definition, 32 Commonwealth countries are defined as small states; larger countries such as Jamaica and Papua New Guinea are also included as they exhibit small state characteristics such as remoteness, openness, income volatility and poverty. Small states are in a precarious position given the state of the world today. Other than having to deal with the economic downturn, they have to contend with competition from large emerging economies like China, India and Brazil, who can produce everything absolutely cheaper due to cost advantages.
